Important Change Regarding Moving Expenses

Please be aware of a change in the treatment of moving expense reimbursements made by the 2017 Tax Cut and Jobs Act.  Effective January 1, 2018, all moving expenses reimbursed to, or paid on behalf of, an employee are considered taxable income by the IRS.  Accordingly, all moving expense benefits will be included as additional wage income on the employee's W-2 and will be subject to income and FICA taxes.  University HR will provide additional details on the implementation of this change. 


Tax Compliance & Contracting Services

The Tax Compliance and Contracting unit in Financial Operations provides two distinct services to the University community:

*   Institutional oversight and coordination of University tax matters, including the reporting of unrelated business income tax, the administration of sales and use tax exemptions, monitoring private use of tax-exempt bond financed facilities, and overall institutional tax compliance.

Our offices are located on the Second Floor of Carruthers Hall, 1001 Emmet Street North (Route 29). Parking is available in the visitor's lot at the south end of the building. Please consult the University web map for more details.


Our office has two primary missions:

  • Tax Compliance:  Our mission is to ensure University compliance with all federal, state, and international tax laws by developing institutional tax policies and providing guidance to University operational units. Our goals are to protect the tax-exempt status of the University, to promote institutional compliance with tax laws, and to assist University personnel in planning and structuring future transactions.
  • Contracting: Our mission is to provide guidance and assistance on contractual matters by developing contracting policies and templates for use by University operational units. In doing so, our goals are to ensure that contracts signed through the Controller's and Provost's offices comply with applicable laws and University policies, and to structure transactions and negotiate terms that provide maximum beneft to the unit and the University overall.

In pursuing our missions we seek to create and maintain close working relationships with business units throughout the University and to serve as a central resource for information and advice on both tax and transactional matters.
